Day 3: Safeguarding revenue collection and basic treasury management in crisis times.
DaQy 4: Legal frameworks for emergency public procurement and anti-fraud shortcuts.
Day 5: Setting up basic digitized civil status registries (birth certificates, national identity).
Day 6: Biometric enrollment data security and identity management basics.
Day 7: Inter-ministerial coordination during security crises and operational backup systems.
Day 8: Internal audit practices, anti-corruption tools, and cash tracking in remote zones.
Day 9: Citizen communications and restoring trust in local public services.
Day 10: Final simulation: Structural reconstruction plan defense before international donors.

– Intensive in-person bootcamps to bypass local internet cuts.
– Peer-to-peer mentoring with experts who transitioned countries out of fragility.
– Real-world case studies on immediate asset tracking.
